What drives the rate

Importing laptops and portable computers (HS 84713010) from the UAE to India attracts a 0% MFN basic customs duty, and the India–UAE CEPA preferential rate is 0%. Laptops already enter at 0% MFN basic customs duty — India bound this line at zero under the Information Technology Agreement — so CEPA offers nothing further and a certificate of origin buys no saving at all. The landed cost is 18% IGST, recoverable by a registered importer, plus compliance lead time. Two clearances gate the consignment regardless of duty: BIS registration under the Compulsory Registration Scheme, which must name the exact model, and CPCB producer registration under the E-Waste Rules 2022. Read this page as a caution against paying an origin-documentation premium for a preference that cannot exist on a zero-duty line. One further point on the compliance side: BIS registration under the Compulsory Registration Scheme names the exact model, so a specification refresh restarts it, and CPCB producer registration under the E-Waste Rules attaches to the importer as a producer rather than to the consignment. Both are measured in weeks at best, which is the real planning constraint on a line where the duty question is already settled at zero. India's schedule (Annex 2A, modality TEI) took this line to zero in the agreement's first year, 2022, so the preference is fully phased in and nothing further changes. There is no basic-duty gap to claim on this line at current rates, so a Certificate of Origin buys nothing here today; it is worth re-checking when either the MFN rate or the CEPA schedule moves. Social Welfare Surcharge adds 10% on the basic duty, not on the goods, and IGST of 18% then applies to the CIF + BCD + SWS total — IGST is recoverable as input tax credit, so the durable benefit is the basic duty alone. Confirm the live rate on ICEGATE before filing; ₹10,00,000 is only the worked example above.

Import compliance & clearances

Beyond duty, importing laptops and portable computers (HS 84713010) into India requires the following regulatory clearances. The CEPA preferential rate does not waive any of these — they apply regardless of origin.

  • DGFT Valid IEC (Importer-Exporter Code) required; ITC(HS) import policy: Restricted — import authorisation required unless the DGFT condition is met source ↗
  • BIS Compulsory Registration Scheme (CRS) registration required before import source ↗
  • CPCB EPR registration under the E-Waste (Management) Rules, 2022 source ↗

Indicative and non-exhaustive — verify the current DGFT / BIS / FSSAI / CDSCO notification for your exact 8-digit HS line before importing. Not customs or legal advice.
