Qualifying under the Rules of Origin

To claim the CEPA preference on hammers and sledge hammers (HS 82052000), the goods must qualify as UAE-originating. As with other low-value hardware, the recurring mistake is treating Dubai supply as automatically UAE-origin; distribution confers no origin however long the stock has been warehoused. Ask the supplier to state manufacture explicitly and name the forging plant, keep that declaration on file, and raise a Certificate of Origin for each consignment. Where hammers ship alongside other hardware of mixed origin, claim by line rather than across the invoice. A valid Certificate of Origin filed through the eCoO 2.0 system must accompany the shipment; without it, customs charges the 10% MFN rate instead of the preference.
