Qualifying under the Rules of Origin

Demand is genuinely small in India, so this is a niche line served by specialist retailers and by equipment moving with tour operators. Origin is a change of heading plus 40% value addition; the UAE has no ski manufacturing of consequence, and the emirates' indoor ski facilities buy European product, so most offers from Dubai will be re-exports that cannot claim preference.
